Curtis Horton is a longtime Carson City resident and served his community for more than 50 years. His commitment to public service and dedication to improving the quality of life for local residents have defined his career and his continued service to the community.

Curtis began his career with Carson City’s Public Works Department, where he worked for more than 35 years. Starting as a Water Crewman, he advanced through the ranks and ultimately served as Deputy Public Works Director before retiring in 2020. Throughout his career, he earned a reputation for integrity, professionalism, and a results-oriented approach to solving problems.

Known for building strong working relationships both within city departments and with outside agencies, Curtis has been recognized for his ability to bring people together to achieve common goals. His extensive knowledge of city operations has proven invaluable in his role as a member of the Carson City Board of Supervisors, where he continues to work closely with elected officials, city staff, and community partners to address issues and deliver effective solutions for residents.

Curtis has a strong background in public safety, having worked closely with law enforcement, fire services, and emergency response agencies throughout his career. He has helped develop programs that enhance services, provide additional resources, and reduce costs for taxpayers while maintaining high standards of public service.

A firm believer in honesty, accountability, and doing the right thing for the right reasons, Curtis is committed to ensuring that every resident receives quality services and responsive government. He believes that strong communities are built through collaboration, mutual respect, and a shared vision for the future.

Among the accomplishments he is most proud of are helping guide the revision of the Carson City Master Plan, supporting the construction of a new Fire Station, Emergency Operations Center, and Backup Dispatch Center, advancing the upgrade and expansion of the Quill Ranch Water Treatment Facility, and securing funding for a local road repair program that will improve city infrastructure.
Curtis and his wife, Joy, raised their family in Carson City and are proud parents of three grown children and grandparents to five grandchildren. They also raised their great-niece, who is preparing to serve her country in the United States Air Force. Outside of public service, Curtis enjoys spending time with family, helping friends and neighbors, exploring Nevada’s backroads and lakes, and sharing his skills and knowledge with younger generations.

Curtis remains dedicated to serving Carson City and working with the community to build a strong, safe, and prosperous future for all residents.

Priorities

PRIORITIES

As your supervisor I am committed to:

  • Infrastructure Maintenance and Repair
We must maintain proper funding and programs to address our City's infrastructure needs. Several of our assets have suffered from deferred maintenance in past years; however, many have been addressed and we will continue to make improvements. As we move forward, street repairs will remain a top priority. We have encouraged new ideas and out-of-the-box thinking to advance this priority. The conversion of the V&T tax to the Road and Highway fund will bring $2.1 million annually to local road repair, in addition to the existing funding for the crack fill and slurry seal program. Funding will always be challenging, but I will work diligently to accomplish this goal and, over the next few years, ensure we make significant strides in this area.

  • Public Safety
I will continue to support public safety as I have for many years, and I will continue to support funding of programs and projects that make our community and our first responders safer. Public safety will always remain a high priority for me, as we work to ensure a strong emergency response capability that provides the highest level of service to our citizens and visitors.

  • Corridor Projects
I will ensure that the remaining corridor enhancement projects stay on track and on schedule. Carson City has enhanced the gateways entering the City, and North Carson is next. These projects not only provide aesthetic improvements but also address necessary utilities, traffic, ADA, and other infrastructure needs, making our town more reliable, functional, and inviting. Our corridors are the first thing visitors to our community see, and I am committed to ensuring that we make a welcoming first impression.

  • Small Business Development
I will continue to support small businesses that help drive economic development. We also need industries that pay well and provide a great working environment for their employees. Carson City is a wonderful place to raise a family, and we need businesses and industry to provide opportunities for young families to thrive here and help build our future.

  • Enhancing our Outdoor Lifestyle
We have wonderful parks, recreational programs, and open spaces. I will continue to work to make them even better. Our beautiful outdoor facilities are an asset to our residents and visitors alike. I will ensure we protect them.

  • Keeping Carson City a Great Place to Live
Carson City is a great place to live, and I will continue to work with all City departments to keep it that way. I will work to make sure it stays safe, clean, inviting, and welcoming to all. I want everyone to take pride in our community and will lead by example.

Candidate Forum, October 10, 2022

Curious what Curtis stands for? A special thank you to the League of Women Voters of Northern Nevada, Sierra Nevada Forums and AAUW Capital (NV) Branch for presenting the 2022 candidate forum at the Brewery Arts Center in Carson City. Although he is not one who seeks the limelight it was nice seeing the community engage with its local candidates and express local challenges and concerns.
